What brake controller gain should a 8,500 lb trailer start at?
There is no formula that gets brake controller gain right, and any page that gives you one number and stops is selling you certainty it does not have. Gain depends on brake type, drum condition, magnet wear, axle count, how the trailer is loaded and how the tow vehicle brakes behave, and none of that is knowable from two weights.
What there IS is a repeatable procedure, and the procedure is the real answer. The number on this page exists so you have somewhere sensible to start from before you run it, scaled by the ratio between the two weights, because a trailer heavier than the tow vehicle needs its brakes doing more of the work.

These are starting points on a proportional controller with a typical 0 to 10 gain scale. They are towing convention, not a specification, and your controller may scale differently.
The procedure that actually sets it
- Find a flat, dry, empty surface. With nothing behind you and nothing to hit. An empty industrial road or a large empty lot. Not a public highway and not in the rain.
- Set the gain to about 7 to start. The starting figure from the table above. It will almost certainly be wrong, and that is fine, because you are about to correct it.
- Roll at about 25 mph. Slow enough to be safe, fast enough that the brakes have something to do.
- Apply the manual override lever alone. Foot completely off the vehicle brake pedal. You are testing the trailer brakes by themselves, which is the only way to feel what they are actually doing.
- Raise the gain until the trailer brakes just barely grab or lock, then back it off. You are looking for the point where the trailer noticeably pulls the rig back, just short of locking a wheel. Then reduce it slightly so they do not lock.
- Re-check whenever anything changes. A different load, a different trailer, wet weather, or new brake shoes all move the setting. Brakes also bed in, so re-check after the first few hundred miles on new shoes.
Proportional against time delay
A proportional controller reads how hard the tow vehicle is actually decelerating and applies the trailer brakes to match. Brake gently and the trailer brakes gently; brake hard and it brakes hard. The gain sets the ratio.
A time delay controller ramps to a preset level over a fixed period regardless of how hard you are stopping. It is cheaper and it works, and it feels like the trailer is either dragging or not helping, because it has no idea what your right foot is doing. On a light trailer towed a few times a year that is an acceptable trade. At 8,500 lb behind a lighter vehicle it is not: the trailer is doing most of the stopping and it needs to know how hard.
The breakaway system nobody checks
A breakaway switch applies the trailer brakes fully if the trailer separates from the tow vehicle. It is required equipment on braked trailers in most states, and it runs off a small battery on the trailer.
That battery is flat on most trailers on the road. It is charged from the tow vehicle through the 7-way connector, which means a trailer that has sat all winter unplugged has nothing left, and there is no warning of any kind. Test it: pull the pin with the trailer hitched and try to move forward a few feet. The brakes should lock hard. Then push the pin back in. If nothing happens, the system is decorative.
Check the cable too. It attaches to the tow vehicle, not to a safety chain, because a safety chain stays with the trailer in a separation and a cable clipped to it does nothing at all.
